I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 8th July, with its enclosure, relative to the importation of goods into Manchuria through Dalny.
In reply I am to ask you to be good enough to move Sir E. Grey, should he see no objection, to cause instructions to be sent to His Majesty's Minister at Peking to make further enquiries with regard to the special facilities which are reported by His Majesty's consul at Newchwang to be accorded to imports into Dalny, and to furnish a full report on the subject.
